As a defense contractor, he is the co-principle investigator for the USNORTHCOM / ALCOM Arctic Defense and Security Orientation (ADSO) program started in 2014. Troy’s experience alsoincludes various roles involvingArctic Track I diplomacy.He is a research fellow with the Centre for Defence and Security Studies (CDSS) and member of the North American and Arctic Defence and Security Network (NAADSN).
