We are watching the scale of reservist mobilization, whether Beijing times a parallel PLA exercise to overlap as it has in past years, and whether the new civil military coordination testing holds up under real conditions.

We are watching whether the informal format produces more candor on burden sharing than the formal Foreign Affairs Council managed in July.
