Why Chinese Intelligence Believes Mossad Is Behind the Spain–Morocco Migration Crisis

Chinese intelligence, military, political, and strategic circles have analyzed the current crisis of thousands of Moroccan refugees flowing into the Spanish cities of Ceuta and Melilla, focusing on technical and field intelligence operations to counter the activities of Mossad and Western agencies that are fueling the crisis to demand Spain’s expulsion from the European Union. This is being done with the full support of the Israeli Mossad, given Spain’s firm stance, its support for Gaza, its recognition of Palestine, and its repeated international embarrassment of Israel. To this end, China has activated the Ninth Bureau of the Chinese Ministry of State Security, which acts as the Chinese intelligence service (MSS). This activation aims to protect China’s interests and investments within the (Belt and Road Initiative) from foreign intelligence infiltration, particularly by the Israeli Mossad, given its vested interests in instigating the crisis.  In addition to highlighting the coverage by Chinese media outlets, such as (CGTN and Xinhua), of the crisis of Moroccan migrants and refugees heading towards the Spanish enclaves of Ceuta and Melilla, the reports emphasized the (humanitarian nature of the crisis, the stringent Spanish security measures, the repercussions of the incident on the stability of the European Union’s borders and the Schengen Area and visa regulations, and the impact on Spain’s relationship with the European Union after several member states called for a vote of no confidence in Spain and its expulsion from the EU).

  On another front, analyses from Chinese think tanks and intelligence agencies have focused on the (extent of foreign intelligence involvement in instigating these movements and fueling the unrest). While monitoring the threats associated with the non-traditional security of the influx of illegal Moroccan migrants into the Spanish enclaves of Ceuta and Melilla, and discussing and analyzing the geopolitical crises that could affect China’s trade and energy routes, as well as expanding Chinese security operations and support in areas vital to Chinese logistical interests and port zones to secure Chinese infrastructure projects and supply routes, Chinese media coverage focused on live broadcasts of events from the Moroccan border and within the Spanish-controlled cities of Ceuta and Melilla. Chinese media reports highlighted the massive numbers of arrivals from the Moroccan side and the attempts to cross by land under heavy guard on both sides. While also highlighting European reactions and political tensions within the European Union regarding border security and the extent of the on-the-ground response to the crisis, Chinese reports emphasized Spain’s steps in deploying reinforcements and installing floating sea barriers to contain the situation.

  Here, Chinese intelligence agencies, specifically the Ninth Bureau of the Chinese Ministry of State Security (MSS), which acts as the Chinese intelligence service, link the influx of illegal Moroccan refugees and migrants into the Spanish enclaves of Ceuta and Melilla to the real and acute diplomatic tension between Spain and Israel. This tension stems from (Madrid’s recognition of the State of Palestine and its stance on the Gaza war). There were several clear and tangible indicators of this, including (Israel’s usual pressure tactics such as political statements, recalling ambassadors, and exerting economic and diplomatic pressure through Western allies). This directly points the finger at the Israeli Mossad and its new director, Roman Gofman, accusing them of orchestrating illegal migration operations among Moroccans to Ceuta and Melilla, which fall under Spanish sovereignty. The aim is to use this as leverage to curb Spain’s repeated criticism of Israeli policies regarding the wars in Gaza and Iran, and to embarrass and ultimately bring down the government of Spanish Prime Minister Sánchez, especially after his visit to the Ceuta island, on Saturday, August 1, 2026, under a barrage of chants from Spanish demonstrators who accused him of direct responsibility for the unprecedented border crisis with Morocco, and with strong voices from within the European Union itself, heavily supported by the Israeli Mossad, demanding, for the first time in the history of the European Union, Spain’s expulsion from the EU. This was to prevent European countries from being able to cope with the serious border crisis resulting from the influx of thousands of Moroccan refugees and migrants to Spain’s borders, and their plans to spread throughout Europe via Spanish territory. This reinforces the hypothesis that the Israeli Mossad is involved in the current crisis facing Spain.

  Chinese intelligence think tanks analyze the escalating diplomatic and political crises between Spain and Israel, attributing them to Spanish interference in Israeli affairs, according to direct accusations from the Israeli Mossad itself. From a Chinese intelligence perspective, this may have motivated the Israeli Mossad to become involved in the border migration crises between Morocco and Spain, igniting the crisis and infiltrating its agents to incite unrest and chaos among the Moroccan people at this sensitive time. This analysis considers the new military background of General Roman Gofman, who assumed the position of head of the Israeli Mossad in June 2026, succeeding David Barnea, and his purely military background, unlike his predecessors. According to official directives and the declared intelligence priorities of his tenure, his primary focus is entirely on field intelligence operations to counter Iranian threats and dismantle its regional networks. This includes addressing the situations in Gaza and Lebanon from a direct military, security, and field perspective, and consequently, engaging in the border migration crises between Morocco and Spain as part of the Mossad’s new field intelligence work under Roman Gofman. His ability to leverage his military background to instigate offensive field operations of a military nature is also key. This can be explained by the numerous recent intensive field operations and activities of the Mossad in the region and the Middle East since Major General Roman Gofman assumed his position as head of the Mossad. This almost directly applies to the Mossad’s intensive field operations and its use of several sensitive files against its European adversaries, such as Spain, as bargaining chips regarding regional issues concerning Spain and Morocco, such as the (Western Sahara conflict and border and security tensions). This explains the external interference by international intelligence agencies like the Mossad, which ignited the crisis of the influx of refugees and illegal Moroccan migrants into Ceuta and Melilla on the Spanish border.

  Chinese political and intelligence analyses and speculations also highlighted the involvement of the Israeli Mossad in igniting the crisis of the influx of illegal Moroccan refugees and migrants into the Spanish enclaves of Ceuta and Melilla. This analysis, conducted by Chinese intelligence think tanks affiliated with the People’s Liberation Army and the Ninth Bureau of the Chinese Ministry of State Security, examined all diplomatic exchanges on social media platforms between Spanish officials and Israeli diplomats. These exchanges stemmed from Spain’s political stances opposing Israeli policies. The analysis further examined the diplomatic wrangling and mutual political accusations exchanged between the Israeli and Spanish sides regarding their statements and accusations at the United Nations. This included Israeli Ambassador to the UN Danny Danon, criticizing Spain over the migration crisis in Ceuta, explicitly alluding to the existence of Spanish colonial enclaves in Africa. The analysis then followed the Spanish response to Danon’s public statements, with Spanish Transport Minister Oscar Puente replying to the Israeli tweet, saying: It seems that everything  has become clearer, which Chinese intelligence and strategic analysts interpreted as a political signal and intelligence evidence explaining the nature of the current crisis and the involvement of the Israeli Mossad in encouraging Moroccans to illegally migrate to the cities of Ceuta and Melilla, causing an unprecedented international crisis for Spain, culminating in the current demand for its expulsion from the European Union. Chinese intelligence agencies and circles have continued to assess and analyze the reasons and factors behind this unprecedented influx of Moroccan migrants towards the Spanish enclaves of Ceuta and Melilla, pointing to the exploitation by human trafficking networks which may have close ties to the Israeli Mossad, or perhaps indirectly through other parties of misleading information related to local judicial decisions concerning Spain’s colonization of Ceuta and Melilla and the demand for their liberation. They claim that reaching Ceuta and Melilla will allow migrants to safely apply for asylum and then easily obtain Spanish citizenship. Therefore, official Chinese authorities and circles have called for close security coordination and cooperation between Morocco and Spain to contain the current crisis and repatriate the migrants, away from the interference of any external parties, such as the Israeli Mossad, which seeks to fuel and perpetuate this crisis.

 This explains the recent increase in the activities of the Ninth Bureau of the Chinese Ministry of State Security, which acts as China’s intelligence agency. These activities have focused heavily on monitoring the movements and operations of Mossad operatives in the field, particularly in Iran and Egypt. This increased activity followed the attack on Damietta port by an unidentified drone and the subsequent crisis involving Moroccan refugees and migrants to Ceuta and Melilla. The aim is to protect Chinese investments and Belt and Road Initiative projects from Western, Israeli, and especially American security breaches, as well as other espionage, infiltration, and sabotage networks affiliated with the Israeli Mossad and other Western agencies. These networks are directly linked to destabilizing the region by connecting it to the issue of illegal immigration in North Africa and the influx of undocumented migrants from Morocco to the Spanish enclaves of Ceuta and Melilla. This is seen as a negative attempt to undermine the projects and investments of China’s Belt and Road Initiative in North Africa and the Middle East.
