Ukraine’s allies are preparing a draft statement for a summit in Paris, focusing on security guarantees that will require binding commitments to support Kyiv in the event of future attacks from Russia. The commitments may include military support, intelligence, logistical assistance, diplomatic efforts, and additional sanctions. This draft awaits approval from the leaders of the “Coalition of the Willing. ”
The summit will feature over 27 leaders, including U. S. President Donald Trump’s envoy, Steve Witkoff, and Trump’s son-in-law, Jared Kushner. The primary goal of the meeting is to finalize security guarantees for Ukraine amidst ongoing tensions from Russia’s invasions in 2014 and 2022. Recent discussions have moved towards establishing binding guarantees for military aid in case of another Russian attack, which may cause debate across Europe.
Ukraine has expressed that it requires guarantees similar to NATO’s mutual defense agreement to deter further aggression from Russia, while Moscow seeks to prevent Ukraine from joining military alliances through any peace deal. Ukrainian President Volodymyr Zelenskiy will attend to unify positions among Ukrainian, European, and American leaders for talks with Russia.
The draft also suggests participation in a U. S.-led mechanism for monitoring a ceasefire and emphasizes long-term military support for Ukraine, including the creation of a multinational force to aid in its security.
