Islamic State, a Sunni Muslim group, originated in Iraq and Syria, establishing a “caliphate” and severely displacing al-Qaeda. At its peak from 2014 to 2017, it controlled large areas, ruling millions under its severe interpretation of Sharia law, marked by brutal practices including executions. Its forces have inspired or executed attacks globally.

Following military campaigns, the caliphate collapsed, pushing Islamic State into less central areas of Iraq and Syria, where it still operates, particularly in rural regions and in parts of Africa, such as the Sahel, as well as in Afghanistan and Pakistan. The group maintains a fragmented presence, with an estimated 10,000 members, and various factions like ISIS-K in the Khorasan region have attracted international fighters. Islamic State affiliates are also active in the Philippines, notably in Mindanao.

The group’s objectives focus on spreading its extreme ideology, though it has adjusted its methods in response to losses in the Middle East, often functioning through affiliates and sympathizers. Attacks are still carefully executed and claimed through channels such as Telegram to instill fear. Despite a shared ideology, there is no evidence of coordinated weapon or financial exchanges among different Islamic State cells. The U.S. military currently identifies Abdulqadir Mumin as the leader of the Somalia branch.

Recently, Islamic State has carried out attacks in Syria and has projected its influence in Africa. Notable incidents include the deaths of U.S. personnel in Syria by an alleged Islamic State sympathizer and a deadly assault on Kurdish forces in eastern Syria. In Africa, attacks on religious gatherings and military bases in the Congo and Somalia illustrate the group’s ongoing global operational capacity.
