Can Xi Jinping’s AI Vision Bridge the Divide with America’s Tech Giants?

Implementing Chinese President Xi Jinping’s vision of humane and equitable artificial intelligence in rapprochement with American technology companies requires a shift from exclusionary competition to pragmatic partnership. This can be achieved by promoting open-source technologies, reducing costs, and overcoming political constraints through global governance platforms. The pillars of convergence and cooperation between Washington and Beijing to advance the concept of humane AI necessitate the adoption of open-source models. This involves encouraging partnerships between developers in China and American companies on low-cost open-source models to reduce monopolistic dominance, with a focus on human benefit. This can be accomplished by directing joint US-Chinese applications to serve public sectors such as health, education, and addressing climate change. Furthermore, it is crucial to decouple technology from national security by urging Washington and its companies to reduce the expansion of trade restrictions and technological barriers that hinder innovation. Finally, it is essential to promote the principle of governance through international frameworks by engaging technology giants in Washington and Beijing in neutral regulatory dialogues through the United Nations or other global organizations to ensure human control over technology and achieve security.  Despite calls for technological and digital partnerships between Washington and Beijing for the benefit of humanity, the reality of competition and alliances often hinders this. On the American side, the United States focuses on alliances (such as the Pax Silica initiative to secure semiconductors and critical minerals), urging its allies to commit to a unified technological framework and limit their dealings with competing entities like China. Meanwhile, China responds by promoting open-source, low-cost, high-performance artificial intelligence models and establishing global cooperation frameworks to attract developing countries and the Global South, aiming to break technological monopolies.

In my view, the pragmatic partnership between Chinese and American technology companies, particularly in artificial intelligence, innovation, and advanced digital technologies, requires several key elements. These include promoting open-source technology; transparently sharing technical knowledge; breaking the monopoly of closed technologies globally; supporting collaborative innovation among developers; reducing overall costs; lowering infrastructure development fees; providing cloud computing at fair prices; and making technology accessible to developing countries and the Global South in a way that overcomes political constraints. Most importantly, technological interests must be separated from conflicts, and global governance platforms must be relied upon to formulate unified and impartial security standards. It’s worth noting that technological cooperation between China and the United States has become a global necessity to guide artificial intelligence toward serving humanity and benefiting humankind. This cooperation is essential for establishing global governance rules for artificial intelligence and digital technology. Despite fierce competition and a covert technological war between the two countries in vital sectors such as robotics and emerging technologies, the dimensions of cooperation and the challenges between Washington and Beijing necessitate global governance of artificial intelligence. This highlights the need for a joint US-China framework to prevent the world from splitting into competing technological camps or creating an intelligence iron curtain. Given the shared economic interests between Washington and Beijing, China’s dominance in patents and digital transformation presents significant opportunities for major US technology companies like Microsoft and Nvidia to collaborate with China, in addition to other partnerships such as Lenovo’s collaboration with Nvidia to build a cloud infrastructure. Despite this potential, numerous restrictions and technological conflicts exist between the two sides. For example, Washington imposes strict restrictions and bans on Chinese technology, supply chains, and robotics under the pretext of protecting national security, forcing countries to choose between the US alliance and a Chinese partnership. Furthermore, and perhaps most importantly, formal agreements between the two sides are limited. For instance, the scientific and technological cooperation agreement between the two countries has been expanded and narrowed to focus solely on basic research, excluding sensitive and emerging technologies such as artificial intelligence and quantum computing.

On another front, we find numerous facets of technological and digital cooperation between Washington and Beijing in the field of innovation for the benefit of humanity (climate and weather applications serving all of humanity). For example, advanced weather forecasting models shared or developed in both countries are used to reduce the risks of natural disasters and support global food security. Furthermore, there is medical industrial integration, where machine learning algorithms shared between the United States and China are employed to accelerate drug discovery, improve disease diagnosis, and achieve clean energy efficiency. Here, the prospects for future US-China cooperation emerge through the signing of security protocols. These protocols involve indirect discussions and proposals to manage existential risks and prevent the use of advanced artificial intelligence models and digital technologies in independent cyberattacks that hinder human progress and well-being. This cooperation also includes supporting talent and research. Despite political pressures between the two sides, intellectual collaboration and convergence within open software communities remain essential drivers to ensure that future technologies continue to serve all of humanity.

This is where Chinese President Xi Jinping’s vision for artificial intelligence to serve humanity, announced in July 2026 during the World Artificial Intelligence Conference in Shanghai via China Global Television, revolves around putting people first. President Xi’s vision calls for establishing a fair and equitable global governance system for artificial intelligence and digital technology and ensuring that technology remains under human control to serve the well-being of all humanity. Chinese President Xi Jinping’s vision for human-centered artificial intelligence and smart governance rests on several pillars and concepts, most importantly: placing humanity at the center; viewing technology as a means to serve human benefit and well-being, not an end in itself; ensuring fair and equitable governance by building a shared, multilateral international system for human-centered AI governance that guarantees the rights of all countries and individuals; and implementing effective and secure oversight by improving measures to prevent the loss of control over technologies and guiding them with human wisdom and international consensus. This also includes collective cooperation in establishing a global organization for AI cooperation, which was agreed upon at the Shanghai Cooperation Organisation conference in China to promote equitable cooperation among nations.

Therefore, we understand that the relationship between Washington and Beijing in the field of artificial intelligence, innovation, and digital technologies for human well-being oscillates between fierce geopolitical competition for hegemony and mutually beneficial applications for the benefit of humanity. While the United States imposes strict restrictions on chip exports to China and pushes for exclusive conglomerates to counter Chinese technology companies and secure supply chains. Despite major American companies and researchers continue to bridge the technological and digital divide with China through open innovation projects aimed at enhancing the efficiency of the health, energy, and education sectors.
