Ukraine’s anti-corruption bureau announced a significant investigation into the energy sector, focusing on allegations of kickbacks linked to the state nuclear power operator, Energoatom. An independent agency, the bureau identified a former energy minister’s adviser, Energoatom’s head of security, a businessman, and four office workers as part of a “high-level criminal organization. ” The group is accused of implementing a corruption scheme to control public sector enterprises, particularly Energoatom, coercing counterparties to pay 10-15% kickbacks to avoid payment blockages or loss of supplier status.
The bureau stated that Energoatom was being managed by unauthorized third parties instead of proper officials. This investigation follows public protests in July 2025 that pressured President Zelenskiy to restore the independence of anti-corruption agencies. Addressing corruption is vital for Ukraine’s aspirations to join the EU while the country’s power infrastructure faces damage from Russian attacks, resulting in widespread blackouts.
