The European Union is focused on keeping oil, coal, and gas resources in the ground, especially in the Arctic, according to a new Arctic strategy from the European Commission and EU foreign policy chief Kaja Kallas.
The EU plans to work with partners to protect the Arctic environment and stop any hydrocarbon development that threatens its ecosystem. However, this new strategy does not include a previous commitment to pursue a legal obligation against further hydrocarbon development in the Arctic.
An EU official mentioned that changing global conditions have made such decisions harder to achieve. Meanwhile, Norway has urged the EU to reconsider its stance on new drilling in the Arctic, as its production may decline without new discoveries.
