Denis Pushilin, the Russian-installed leader of Ukraine’s Donetsk region, informed President Vladimir Putin that Ukraine controls about 15-17% of Donetsk.
Russia claims the entire Donetsk region as its own, protected by its nuclear capabilities. Ukraine insists it will never accept Russia’s control over any part of Donetsk or other regions.
Pushilin’s figures suggest that Russia controls 83% to 85% of Donetsk and over 90% of the combined Donbas region, including Luhansk.
