President Donald Trump announced that he was sending military troops to Portland, Oregon, to protect federal immigration facilities from what he called “domestic terrorists. ” He instructed Defense Secretary Pete Hegseth to use “full force, if necessary. ” Trump’s decision to send troops was seen as a crackdown on a city led by Democrats, as Portland’s Mayor, Keith Wilson, stated that no additional troops were needed and warned that the president might instigate violence.
In the first half of 2025, violent crime in Portland decreased significantly, with homicides dropping by 51% compared to the same time the previous year. Oregon Governor Tina Kotek also opposed the deployment of troops, stating that there was no insurrection or national security threat. U. S. Senator Ron Wyden suggested that Trump was repeating past tactics to provoke conflict in Portland, recalling the extensive protests in 2020 following the death of George Floyd.
It was unclear if Trump’s order to use “full force” would involve lethal measures and under what conditions that could occur, as U. S. troops are authorized to defend themselves during domestic deployments. The Pentagon did not clarify whether National Guard or active-duty troops were being deployed. Sean Parnell, a Pentagon spokesperson, indicated readiness to mobilize military personnel based on Trump’s orders.
A Department of Homeland Security spokesperson emphasized the need to protect Immigration and Customs Enforcement (ICE) agents amid protests against immigration enforcement actions. The Portland Police Chief noted that there had already been an increase in federal law enforcement around the ICE facility in the city.
Significant tensions over Trump’s immigration policies have escalated following a recent shooting at an ICE facility in Dallas that resulted in a death and serious injuries. Trump labeled those protesting the destruction of property in Portland as “crazy people” and “professional agitators,” although he did not provide evidence to support these claims.
Trump declared the antifa movement a domestic “terrorist organization” as part of a broader push against left-wing political violence, despite law enforcement stating that there has been no terrorist incident connected with antifa. Past incidents involving antifa in Portland had led to violent confrontations, including one in which a self-identified supporter shot and killed a member of a far-right group.
While Trump has made crime a central issue of his administration, many U. S. cities have seen declines in violent crime rates. His efforts to enforce stricter immigration policies in cities led by Democrats have resulted in protests and legal challenges. Recently, protests broke out in various locations, including outside immigration detention centers, highlighting the ongoing backlash against his administration’s immigration tactics.
