After Russia invaded Ukraine in 2022, the U. S. and allies froze $300-$350 billion of Russian assets, mainly consisting of government bonds held in Europe.

European Commission President Ursula von der Leyen is exploring ways to finance Ukraine’s defense using frozen Russian assets, while Politico reported on the idea of creating a “Reparations Loan” for Ukraine from Russian deposits at the European Central Bank.

Former Russian president Dmitry Medvedev stated that Russia would pursue EU states in various courts and outside of court, claiming that any seizure is theft and would damage trust in Western bonds and currencies.
