As an Egyptian expert on Chinese politics, we know that both China and Egypt are important mediators in the Israeli-Palestinian conflict. Currently, Egypt and its president, “El-Sisi,” are proposing a reconstruction plan for Gaza. Here, we can evaluate the efforts made by both countries (Egypt and China) in the Israeli-Palestinian conflict and the significant role of China in Egypt’s reconstruction plan for Gaza. Chinese Foreign Minister “Wang Yi” announced on the sidelines of the annual parliamentary session, at a press conference in Beijing on Friday, March 7, 2025, that “China supports the plan to restore peace in Gaza, proposed by Egypt and other Arab countries.” Wang Yi said during a press conference in Beijing that “Gaza is a land belonging to the Palestinian people and is an integral part of the Palestinian territories,” stressing that “changing the status of Gaza by force will not bring peace but will cause new chaos. The Chinese minister called for “efforts to achieve a comprehensive and lasting ceasefire, enhance humanitarian assistance, adhere to the principle of ‘Palestine governs Palestinians, and contribute to the reconstruction of Gaza.”
Egyptian President “Abdel Fattah El-Sis”i, in agreement with leaders and decision-makers in China, stressed that the aggression on Gaza left a stain of shame on the forehead of humanity. He said—in his speech at the opening of the emergency Arab Summit in the New Administrative Capital in March 2025—that the war on Gaza aimed to destroy and empty the Strip of its residents, which Egypt is confronting and will not participate in. Here, China is in agreement with the plans taken by the Egyptian President “El-Sisi,” as follows:
China agreed with the stress of President “El-Sisi” that Egypt only knows peace based on truth and justice, thanking the people of Bahrain for their appreciated efforts during the presidency of the Arab Summit.
China also emphasized that all Palestinian factions need to adhere to the Beijing Declaration to achieve unity and strengthen their own strength. All parties in the Middle East must overcome differences to support the establishment of a Palestinian state, while the international community must build consensus and promote peace between Palestine and Israel. China affirmed its unwavering pursuit of justice, peace, and development for the peoples of the Middle East.
China agreed with the announcement of President “Abdel Fattah El-Sisi” that “Egypt will host a conference to rebuild the Gaza Strip with the attendance of all the concerned parties.” China has welcomed the calls done by President “El-Sisi” on all free countries, during his speech before the emergency Arab Summit held in the New Administrative Capital, to contribute to this path and participate in the conference.
China has welcomed the renewal of the President “Abdel Fattah El-Sisi” of his strong rejection, warning at the same time of the consequences of the continued attacks on Al-Aqsa Mosque, the deliberate violation of its sanctity, and the tampering with the status quo there. El-Sisi said that “Jerusalem is not just a city, but rather a symbol of our identity and cause, and that talk about reaching peace in the Middle East without settling the Israeli-Palestinian conflict is nonsense that cannot be achieved.”
China agreed with President “El-Sisi’s” stress that “there will be no real peace without establishing a Palestinian state, and that peace will not come by force and cannot be imposed by force, and that an independent Palestinian state must be established on the borders of June 4, 1967, with East Jerusalem as its capital, while providing the necessary guarantees at the same time to preserve Israel’s security.” And the confirmation of “El-Sisi” that “What we are witnessing in terms of the repetition of vicious cycles of violence and the continuation of the suffering of the Palestinian people for more than 7 decades requires us to look objectively at reality and deal with the facts, and it requires us to unite together to achieve the desired permanent peace and thus stability, economic prosperity, and natural coexistence among the peoples of the region.”
The Chinese official side supported President “El-Sisi” on the statement that “Let us look at the peace treaty between Egypt and Israel, which was reached through American mediation in 1979, as a model to be emulated to transform the state of hostility, war, and desire for revenge into permanent peace and mutual diplomatic relations.”
China’s minister of foreign affairs agreed with “El-Sisi” that “it is time to adopt the launch of a serious and effective political path leading to a just and permanent solution to the Palestinian issue in accordance with international legitimacy resolutions, and he is certain that President Donald Trump is capable of doing so in light of our sincere desire to put an end to tensions and hostilities in our region.”
The plan for reconstruction of the Gaza Strip that has been agreed upon by China and Egypt includes forming a Gaza Administration Committee to manage the affairs of the Strip in a transitional period of 6 months, provided that the committee is independent and composed of non-factional figures, “technocrats,” working under the umbrella of the Palestinian government.
The plan stressed that the “Gaza Administration Committee” is being formed during the current stage in preparation for enabling it to fully return to the Strip and manage the next stage by Palestinian decision, noting that “China, with both Egypt and Jordan, is working to train Palestinian police elements in preparation for their deployment in the Strip.”
The Chinese and Egyptian plan for the reconstruction of the Gaza Strip condemned the killing and targeting of civilians, the unprecedented level of violence, and the human suffering caused by the war on Gaza, stressing that the two-state solution is the best solution from the perspective of international society and law, stressing that the Strip is an integral part of the Palestinian territories. The plan urged the need to respect the rights of the Palestinian people and to keep them on their land without displacement, calling for the international community to unite from a humanitarian standpoint above all else to address the humanitarian catastrophe caused by the war, noting that attempts to strip the Palestinian people of hope for establishing a state or seize their land will only lead to more conflicts and instability.
A statement issued by the Egyptian Ministry of Foreign Affairs stated that Egyptian Foreign Minister “Badr Abdel Aati” had a phone call with Chinese Foreign Minister “Wang Yi,” where they reviewed Egyptian efforts to consolidate the ceasefire agreement in Gaza and implement its provisions in specific time frames. The statement indicated that the Chinese minister agreed with the Egyptian position regarding the reconstruction plan in the Strip, stressing Beijing’s support for this initiative.
This was confirmed by the Chinese Ambassador to Cairo, Liao Liqian”g, who stated that “Beijing supports the Gaza reconstruction plan prepared by Egypt and adopted by the Arab countries at the extraordinary Cairo summit, based on the fact that the Gaza Strip is the homeland of the Palestinian people.” Adding that “Beijing will work with Cairo to make further contributions to accelerating development in the countries of the South.”
Accordingly, we understand the extent of the coordination of Chinese, Egyptian, Jordanian, and Arab efforts regarding the insistence on preventing the forced displacement of the Gaza Strip’s residents and on rebuilding the Strip according to a specific timetable, given that China is a strategic partner of the Middle Eastern countries and a loyal friend of our Arab brothers, especially Egypt. In addition, we recognize the strategic importance of relations between Egypt and China and Beijing’s determination to work with Cairo to make further contributions to accelerating development in the Global South, with the reconstruction of the Gaza Strip at the top of its priorities.
