These reports predict an imminent economic disaster, sparking panic among the public. People begin rushing to withdraw their money, fearing the worst. But here is the twist: the collapse of the banking system was not caused by any real economic issues. Instead, it was the result of a carefully planned psychological operation (PSYOP), aimed at undermining the public’s trust in the country’s political institutions. This marks a new kind of warfare, one that doesn’t involve weapons but plays out in the digital space, manipulating minds and spreading chaos without a single shot being fired.

The Evolution of Cognitive Warfare

Cognitive warfare is a new but rapidly growing area of conflict, though the idea itself isn’t entirely new. At its core, this form of warfare uses perception as a weapon. It combines human psychology and advanced technologies to influence how people make decisions. It brings together political, military, economic, and informational strategies in a coordinated way to shape the beliefs and actions of individuals or groups. In today’s security landscape, cognitive warfare is becoming a key tool for disrupting political and military goals by influencing how people think, what they value, and what they know.

In cognitive warfare, the battlefield is the human mind. The goal is to shape how people see reality and steer targeted groups toward ideas that benefit a political opponent. Through these operations, powerful actors can shift attitudes, reshape knowledge systems, and alter societal consciousness, often guiding people toward specific ideological or strategic objectives. Cognitive warfare can be used to prevent traditional warfare by reducing the likelihood of armed conflict, but it is also a way to push ideologies and transform the way people think. By manipulating the mental landscape, this form of warfare creates new opportunities for influence in the digital age.

Cognitive warfare is rooted in Sun Tzu’s philosophy of winning without fighting. Over time, it has evolved through psychological operations, propaganda, cyber tactics, and the rise of AI. What started as an effort to influence decision-makers has expanded to entire populations. With tools like neuroscience and behavioral science, this type of warfare now shapes and disrupts people’s cognitive processes on a large scale. In this sense, cognitive warfare has become a powerful tool in modern global power struggles, operating far beyond the reach of traditional combat.

Some scholars argue that cognitive warfare is just a part of hybrid warfare, but it stands out because it focuses directly on the mind and behavior. It is linked to the concept of the Three Warfares – psychological warfare, public opinion warfare, and legal warfare – where controlling perception becomes a strategic advantage.

Mind Wars: How does it Work?

Propaganda plays a central role in cognitive warfare, using biased or fake narratives to influence public opinion and erode trust in political institutions. These stories are spread through traditional media, social media, and digital platforms to reinforce existing beliefs and create division within society. Disinformation campaigns take it a step further by deliberately spreading false or misleading information, designed to confuse and destabilize. These campaigns often target sensitive areas like political processes, public health, and social cohesion, exploiting weaknesses in the information ecosystem to weaken collective decision-making and destabilize nations. In many ways, cognitive warfare tactics on social media mirror cyber warfare, but instead of using malware, the goal is to flood platforms with fake content. Botnets – groups of automated accounts mimicking human interactions – amplify the spread of disinformation, making it harder for people to separate fact from fiction.

AI-powered influence operations have taken cognitive warfare to new heights by enabling more precise targeting of individuals. Machine learning algorithms analyze massive amounts of data to craft personalized psychological operations. AI-driven bots and deepfakes generate highly convincing false narratives, altering reality and making it even harder for people to distinguish between truth and manipulation. These tools help adversaries’ spot vulnerabilities within target groups and tailor their influence efforts to control public opinion, shape political debates, and even disrupt democratic processes.

Another key tactic in cognitive warfare is perception management, which is all about shaping how adversaries see themselves and their external threats. Reflexive control techniques—like overwhelming someone with too much information or provoking emotional reactions—are used to push people or groups into making decisions that benefit the attacker. These strategies can also involve tactics like intimidation or appeasement to alter behavior, either by making the opponent overly cautious or giving them a false sense of security.

Distraction and paralysis techniques are used to confuse the adversary and take attention away from critical threats. By fabricating fake crises or focusing on non-existent weaknesses, the attacker can mislead their target. Disinformation can also be used to weaken alliances and create internal discord. Suggestion techniques, on the other hand, exploit deeply held beliefs or psychological weaknesses to subtly influence decisions and steer actions in the desired direction.

When combine these cognitive manipulation tactics with cyber capabilities and AI technology, cognitive warfare becomes a powerful tool for destabilizing societies, weakening resistance, and achieving strategic goals—without ever firing a shot. The two main objectives of this form of warfare are destabilization and influence. Destabilization works by dividing a society, undermining leadership, and isolating groups, while influence focuses on changing how people perceive reality. This could mean promoting extremist ideologies, manipulating economic systems, or controlling government actions. Together, these methods make cognitive warfare a flexible, stealthy, and potentially devastating form of modern conflict.

Cognitive Warfare: A Modern Case Study

A clear example of cognitive warfare was the 2016 DNC email leaks, which caused major disruption in U.S. politics by deepening divisions. Allegedly, Russia used its cyber warfare expertise to hack and release confidential Democratic National Committee (DNC) emails. These leaks revealed favoritism toward Hillary Clinton over other candidates, creating gaps between progressive and moderate Democrats, weakening the party from within. Instead of focusing on the foreign attack, political leaders and voters became obsessed on the leaked content, shifting trust away from Democratic leadership. The leaks also intensified political polarization, with Trump’s campaign focusing on the scandal rather than the Russian operation. The leaks eroded confidence in the election process, playing into Russia’s larger goal of destabilizing U.S. politics. The media, obsessed with the leaks, amplified their impact, turning WikiLeaks into a top search term. By exploiting existing tensions, Russia was able to disrupt a key election and influence U.S. politics, proving that cognitive warfare goes beyond traditional cyber tactics.

Critical Aspects of the Fog of Perception

Cognitive warfare has a profound impact on states, societies, and individuals. At the state level, it creates confusion and hinders decision-making by spreading disinformation and psychological tactics designed to disrupt the Observe-Orient-Decide-Act (OODA) loop. A good example of this is Russia’s Reflexive Control theory, which uses disinformation to delay or distort responses, weaken national unity, and damage strategic decision-making. During crises, like the conflict in Ukraine from 2014 to 2022, cognitive operations fed fears of corruption and uncertainty, eroding faith in political institutions and creating instability within the population. These efforts diverted people from reliable sources and made them more susceptible to doubts about critical support systems.

At the societal level, cognitive warfare deepens divisions by exploiting existing ideological and cultural gaps. It manipulates identities and narratives, twisting history and social contexts to fuel group polarization. In Ukraine, for instance, targeted campaigns amplified mistrust in state institutions and pitted groups against each other. These operations do not just appeal to rational thinking—they also exploit emotions, using digital platforms to reinforce biases and shape public conversations. Cyber operations have shown how disinformation can manipulate beliefs, influence political decisions, and control news consumption by emphasizing certain issues and setting the agenda. In Ukraine, these efforts also weakened resilience, preventing communities from effectively responding to crises.

On the individual level, cognitive warfare directly targets psychological processes. It plays on fears, desires, and cognitive biases to influence behavior. Social media platforms, for example, use micro-targeting to reinforce people’s pre-existing beliefs, often making them more vulnerable to radical ideas. These tactics tap into subconscious thought patterns, increasing the likelihood of individuals accepting false information and questioning established institutions. The Havana Syndrome case – where U.S. officials were suspected of being targeted with radiation causing neurobiological damage – shows that cognitive warfare can even extend to physical realms, altering perceptions and behavior in ways that are hard to detect.

Cognitive vulnerabilities are systematically exploited through psychological conditioning, relying on biases like confirmation bias, the bandwagon effect, and selective attention. Confirmation bias leads people to seek out information that aligns with their beliefs, while ignoring evidence to the contrary, making them more open to disinformation. Social media algorithms fuel this by showing content that reinforces users’ existing views, creating echo chambers and isolating them from alternative perspectives. The bandwagon effect strengthens false narratives, as people begin to believe something simply because it is popular or widely accepted. Selective attention makes it even worse – emotionally charged or fear – inducing content grabs people’s focus, weakening their ability to think critically. This was evident during the COVID-19 pandemic, where fear of the virus made people more likely to share and believe false information without verifying it.

Algorithmic manipulation amplifies these vulnerabilities. Social media platforms prioritize sensational or emotionally charged content because it drives more engagement, which can spread false information quickly. This algorithmic bias reinforces filter bubbles, making people resistant to opposing viewpoints and fact-checking efforts. The illusion of truth effect – where repeated exposure to false information makes it seem more credible – makes this cycle even more dangerous. The dopamine-driven reward system behind social media likes and shares encourages people to engage with misleading content, further reinforcing false beliefs.

AI-driven technologies, like deepfakes and information laundering, take cognitive manipulation to a new level. Deepfake videos and AI-generated fake news create highly convincing false narratives, making it harder to distinguish between what is real and what is fake. When coordinated campaigns amplify this disinformation through seemingly trustworthy sources, they engage in information laundering, giving falsehoods a credibility. This strategic manipulation of algorithms and human biases doesn’t just spread misinformation – it erodes trust in reliable information sources, leaving people more reliant on manipulated narratives than on objective truths.

Navigating and Countering Threats

Since cognitive warfare is a relatively new form of conflict, it is still unclear which strategies are most effective. However, both governments and individuals can take a comprehensive approach to defend against it.

Building Digital Literacy and Cognitive Resilience: The first line of defense is a well-informed population. Educational programs should focus on critical thinking, media literacy, and fact-checking skills. Schools, universities, and public institutions need to teach people how to evaluate sources, spot false information, and resist emotional manipulation.

Policy Responses and International Cooperation: Strong regulations are crucial in the fight against cognitive warfare. Governments need to work with international organizations to create policies that tackle digital influence operations, hold malicious actors accountable, and set ethical standards for AI-generated propaganda.
