Zelenskiy had said that Ukraine’s attacks would not target civilians, in response to Russia’s new airstrike policy aimed at driving people from cities like Kyiv. Recently, Russia has intensified attacks on infrastructure in Kyiv, disrupting life for its 3 million residents. Both nations deny targeting civilians in their operations.
