Rutte, known as a “Trump whisperer” in Europe, has built a good relationship with Trump, despite existing tensions. He is expected to discuss restoring normal maritime trade after recent energy price increases and may try to ease Trump’s public criticisms of NATO while highlighting European nations’ efforts to boost defense spending. A NATO official mentioned Rutte’s intentions to enhance defense-industry cooperation and address the conflicts in Iran and Ukraine during their meeting.

However, it remains uncertain how much NATO will be involved in Middle Eastern affairs, as Rutte has not been instructed to commit to any operations in the Strait of Hormuz. Some diplomats suggest Rutte will keep discussions focused on Ukraine and the balance of responsibilities within NATO. Trump has recently referred to NATO as a “paper tiger,” expressing disappointment in the alliance’s support during the ongoing conflict. He indicated that the focus on the Middle East could affect U. S. military aid to Ukraine, raising concerns among NATO’s European members about the security of Ukraine, which is a priority for them. White House spokeswoman Anna Kelly emphasized that U. S. alliances will be remembered.
