The U. S. Constitution specifies that all members in the line of succession must be at least 35, natural-born citizens, and have lived in the U. S. for at least 14 years, with Senate confirmation required. If President Trump were unable to perform his duties, Vice President JD Vance would take over, serving until January 2029. If both Trump and Vance were incapacitated, the next in line would be House Speaker Mike Johnson, followed by the Senate president pro tempore, currently Chuck Grassley, who is 92 years old.

After them, succession continues with cabinet members ordered by the age of their agencies. This list starts with Secretary of State Marco Rubio, followed by Treasury Secretary Scott Bessent and Defense Secretary Pete Hegseth. Questions remain about whether Attorney General Todd Blanche qualifies for the line of succession, as he holds a secondary position but has not yet been confirmed as the top official.

To maintain at least one surviving official, presidents select a cabinet member as a designated survivor to miss high-profile events. This practice has been observed since the 1980s. While the Secretary of Agriculture has often been chosen, Trump selected Veterans Affairs Secretary Doug Collins in 2025 and 2026. The gala event in question usually does not necessitate this precaution, but Grassley’s absence ensured that at least one successor was not present at the event.
