SCO 2025: China and Egypt Push Shanghai Spirit Principles on Global Stage

More and more countries are applying to join the “SCO family,” which fully demonstrates that the concept of the Shanghai Cooperation Organization has been deeply rooted in the hearts of the people and its development prospects are widely optimistic. They’re the main attraction of the SCO for Egypt and the other countries. The attractiveness of the Shanghai Cooperation Organization for Egypt and many other countries is based on the principles of the “Shanghai Spirit,” which include mutual trust, mutual benefit, and common development, as well as its goals of enhancing regional security by combating terrorism and extremism, encouraging economic and trade cooperation among member states, providing a new platform for regional governance in a multipolar world, and strengthening the voice of the countries of the Global South towards a more equitable international order.

The Shanghai Cooperation Organization has become an important platform for Egyptian-Chinese cooperation, and enhancing coordination between the two sides within its framework will advance bilateral relations toward building a Sino-Egyptian community of shared destiny in the new era, adding new impetus to fair multipolarity and inclusive globalization.

Egyptian Prime Minister Mostafa Madbouly’s participation in the 2025 Shanghai Cooperation Organization (SCO) Summit in Tianjin, China, aims to support Egypt’s vision for the Shanghai Spirit. Madbouly’s visit to China to attend the summit aims to enhance economic cooperation and explore partnerships with SCO member states, as well as review developments in the war in the Gaza Strip. The Shanghai Cooperation Organization (SCO) witnessed a new development with the launch of the “Shanghai Plus” format, implemented for the first time during the 2024 Astana Summit, with the participation of leaders of member states and new partners from outside the organization. Egypt joined the organization as a dialogue partner in 2022. In addition, Egypt has a goal linked to “opening up to the ‘Shanghai Organization’ spirit” with China, as an emerging and influential organization and one of the largest regional blocs in the world. The organization, led by China, also aims to enhance security cooperation, particularly in the fight against terrorism, an area in which Egypt’s priorities align with the goals of the organization and the Chinese side.

  Egypt and China emphasized the importance of coordination within the framework of the Shanghai Cooperation Organization (SCO) and its summit in Tianjin, China, in 2025, with the attendance of Egyptian Prime Minister Mostafa Madbouly, to activate true multilateralism and promote comprehensive and fair economic globalization. He emphasized that the organization’s role is growing in light of the transformations in the global order and can provide a broader strategic umbrella for strengthening Egyptian-Chinese bilateral relations. The SCO was established on the basis of the “Shanghai Spirit,” which is based on mutual trust, mutual benefit, equality, respect for cultural diversity, and consultation to resolve disputes. Hence, Egypt’s presence as a dialogue partner in the SCO and its summit, to be held in China in 2025, reinforces the shared positions of Egypt and China in promoting the “Shanghai Spirit,” which rejects the principle of exclusionary polarization and international hegemony and seeks to establish justice. He added that the organization’s experience represents a new model for balanced international relations.Egypt greatly commends the “Five Shared Houses” initiative proposed by Chinese President “Xi Jinping”, which contributes to modernizing the “Shanghai Spirit” and ensuring the continued cohesion of the organization.

  There are many common understandings and visions between Egypt and China regarding spreading the “Shanghai Spirit” among the developing countries of the Global South, the developing countries of the Middle East, and the African continent, through:

The Shanghai Spirit Principles: These principles encourage mutual trust, mutual benefit, equality, consultation, respect for diverse civilizations, and the pursuit of common development, providing a new approach to governance in a multipolar world.

Promoting Regional Security in the Shanghai Cooperation Organization (SCO): The SCO primarily focuses on regional security issues, including combating terrorism, ethnic separatism, and religious extremism, providing a more stable environment for its member states.

Economic and Trade Cooperation of the SCO: The organization aims to strengthen economic and trade relations among member states, including regional trade agreements, investments, and cooperation in vital areas such as energy, transportation, and agriculture, facilitating access to broader markets.

The SCO is a platform for governance and development: the organization provides a forum for promoting cooperation and integration among member states and developing ideas for a more democratic and just global political and economic order.

The SCO works to strengthen the voice of the Global South: The organization’s principles support the voice of the Global South and contribute to promoting a more equitable and inclusive international order.

The SCO facilitates cooperation in diverse fields:Cooperation extends to broad areas such as science, technology, culture, education, energy, and transportation, contributing to the comprehensive development of member states.

  Accordingly, we understand the joint Egyptian-Chinese endeavor to spread the “Shanghai Spirit,” which is based on mutual trust, mutual benefit, equality, consultation, respect for cultural diversity, and the pursuit of common development “in accordance with a shared future for humanity.” This is an initiative by Chinese President “Xi Jinping” to achieve common benefits for all of humanity.
