Chinese “two sessions” meetings 2024: An opportunity for China to introduce itself to the world

The two sessions are concerned with discussing issues of social development, more equitable distribution of national income, improving the standard of living of the people.

The Chinese government work report 2024 is very important this year from your professional perspective as an expert in Chinese Politics, there are many part has impressed me the most, especially their focus on the innovation and the productive forces. The annual “two sessions” of the National People’s Congress, the country’s top legislature, and the Chinese People’s Political Consultative Conference, the top national political advisory body, are a special opportunity for many around the world to understand China as well as an important occasion for Beijing to introduce itself to the world. During the sessions and meetings of the two sessions and press conferences, China’s senior leaders, as well as leaders of various government institutions, including the Minister of Foreign Affairs, the Governor of the Central Bank (People’s Bank), and other prominent figures, speak to present the country’s policies in the new year.

Here, the two sessions are concerned with discussing issues of social development, more equitable distribution of national income, improving the standard of living of the people, achieving the goal of building a moderately prosperous society in a moderate and comprehensive way in all aspects, enhancing the balance between urban and rural areas, paying attention to remote areas, fighting inflation, and promoting stable economic growth, with deepening efforts to focus on innovation and creativity, and increasing spending on education, medical care, and other issues that primarily concern the people.

What interests me most, as a well-known Egyptian expert in my region on Chinese political affairs, is the “two-session” meetings that are held in the Chinese capital, “Beijing,” and usually last for approximately two weeks, starting from March 3. From my point of view, they are tangible evidence of the interest of the countries of the world in understanding…  The goals and directions of the Chinese government in light of the continued and rapid expansion of the Chinese economy and the rise of Beijing’s diplomatic influence on the international arena.

The “two sessions” meetings, in light of the large media and international presence, also provide an opportunity for China to introduce itself to the world, explain the country’s diplomatic goals, present the facts in the face of the allegations, and alleviate the misleading fears spread by false Western, foreign, and American media, which seek to subvert and falsify the facts about China.  It is also a great opportunity to introduce the new laws, amendments, policies and economic plans of the Chinese state, in addition to presenting China’s positions related to foreign affairs.

It can be said that most countries of the world have become more interested in the meetings of the two sessions in China, because their economic and political relations have become more intertwined with many countries of the world, which makes the governments of many countries need to know what China will do and its plans for the future. All the governments of the world know very well that China is doing a lot in the field of long-term planning in the files of the economy, political structure, and social development, as well as its defense force. The governments of many countries are also looking into the “Chinese success model” in an attempt to benefit from success plans and implement what is appropriate to their internal conditions and capabilities.

There’s a great significance that the two sessions hold from an international perspective. According to my understandings, there are many aspects that might be of concern to the global community, especially according to my analysis, I believe that China’s experience of development in certain fields could offer valuable lessons for some other countries across the world. Whereas the meetings of the two national sessions in 2024 coincide with the 75th anniversary of the founding of the People’s Republic of China, which is a critical year for achieving the goals and tasks of the “Fourteenth Five-Year Plan” as well, regarding discussing the results of China’s modernization over the past year and developing new future plans.

The meetings of the two sessions in China, which is known as lianghui in Chinese, the concurrent meetings are an annual fixture of China’s legislative agenda and run for approximately two weeks. During the period, legislators will approve new laws, political appointments, and government work reports detailing the progress of various departments such as the Ministry of Finance and the National Development and Reform Commission.

The meetings of the two sessions this year, 2024, at the international level, will emphasize the importance of Chinese diplomacy under the strong leadership of the Central Committee of the Communist Party of China, with Comrade “Xi Jinping” at its core, and its determination to continue the policy of encouraging innovation while adhering to the basic principles, and moving it forward with courage and determination, while providing an conductive environment to building a strong state and achieving the renaissance of the nation, and made a new contribution to maintaining peace in the world and promoting common development. The prominent point of interest of the international community this year 2024 in the meetings of the two sessions remains (diplomacy at the summit level), which has achieved wonderful achievements, and that has set a landmark of a new approach to big-state diplomacy with Chinese characteristics.

What raises the concerns of many countries regarding the meetings of the two sessions this year is the determination of Comrade “Xi Jinping”, senior leaders of the ruling Communist Party in China, and senior legislators in the National People’s Congress of China and the Chinese People’s Political Consultative Council, to define China’s identity as a major player and a rising super and major power, especially in light of the lack of clarity in China’s ambition to use its power at the international level.  Most Western countries and the United States of America believe that the goal of the Chinese two-session meetings revolves around developing the international system by replacing the Western character of the existing international system with the Chinese model, which appears in China’s efforts to “reshape the international system”. Although the new international order, which was politically guaranteed by the two sessions meetings, offers greater opportunities for the world to work together in accordance with the Chinese principle of “the common destiny of mankind”.

As China tries to address the instability of the international system, and work to develop the international governance system with the aim of maintaining peace and addressing cross-border challenges.  And what China has contributed, so far, to the transition to a better world according to Chinese thinking.  From the political and international perspective for China, the two sessions are based on delivering a special international message, the content of which is based on (the necessity of transforming the international system to become more comprehensive and respectful of the multiple political systems and the developmental and economic aspirations of each country), which is a demand that fundamentally reveals China’s challenge to Western universal values, which is  Which raises concerns in the West.

China’s economic growth target at the two-session meetings this year, 2024, is attracting wide attention.  It is expected that the economic growth index during the “Fourteenth Five-Year Plan” will remain within the reasonable range, and be adjusted as necessary. However, according to information issued by the meetings of the two sessions at the provincial level, the growth rate was set at a threshold of no less than 5%.

Here, we find that the representatives participating in the meetings of the two national sessions will present their proposals on ways to improve the modern industrial system and push towards a new broad round of equipment modernization and trade in consumer goods.  In addition to increasing investment rates, developing new engines for foreign trade, and enhancing the protection of the real economy throughout the Chinese state.
