China’s annual “two sessions,” a highly anticipated event on the country’s political calendar, began on Monday with the opening of the second session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC).

As the world’s second-largest economy endeavors to solidify the momentum of economic recovery in its pursuit of Chinese modernization, the sessions carry immense significance for China and beyond.

The second session of the 14th National People’s Congress (NPC) convened its second plenary meeting on Friday, with the presence of President Xi Jinping and other esteemed Chinese leaders.

President Xi Jinping, in his address on Thursday during a plenary meeting of the delegation of the People’s Liberation Army and the People’s Armed Police Force, emphasized the imperative for the armed forces to cultivate a stronger sense of mission, deepen reform, and foster innovation. These efforts, he highlighted, are pivotal for comprehensively enhancing strategic capabilities in emerging areas, which constitute a crucial component of national strategies and are integral to China’s journey towards national rejuvenation and greatness through modernization.

Key discussions at the meeting revolved around defense capabilities in cyberspace, the application of artificial intelligence, and the development and utilization of unmanned combat capabilities. President Xi underscored the unprecedented opportunities arising from China’s drive to accelerate the development of new quality productive forces, stressing the necessity for seamless integration between new quality productive forces and combat capabilities.

In line with these objectives, President Xi emphasized the importance of maritime military preparedness, optimizing aerospace layout, and bolstering cyberspace defense systems. He called for a concerted focus on independent and original innovation, highlighting the significance of fostering an innovation ecosystem characterized by self-reliance, openness, integration, and vitality.

Furthermore, the National People’s Congress (NPC) Standing Committee, led by Chairman Zhao Leji, articulated its commitment to advancing high-quality legislative work to provide robust legal frameworks for China’s journey towards national rejuvenation. The Committee outlined plans to strengthen the implementation of the Constitution, enhance oversight of constitutional compliance, and enact legislation across various domains, including environmental protection, financial stability, private sector promotion, civil compulsory enforcement, and social assistance.

The NPC Standing Committee also pledged to formulate guidelines for improving the competence of NPC deputies and enhancing exchanges and cooperation with parliamentary counterparts worldwide, reflecting China’s commitment to parliamentary diplomacy and global engagement.

He rejected notions of hegemony and division, advocating instead for cooperation, mutual respect, and the pursuit of common development.

Looking ahead, Minister Wang outlined China’s vision for deeper international cooperation, emphasizing the country’s role as a driver of global growth and a proponent of openness and connectivity.
