  The annual sessions of the legislative and political advisory bodies of the Chinese People’s Congress are considered an important window for the world to know the full practical people’s democracy in China, by discussing all the achievements of the Chinese government in the past year and what will be agreed to achieve in the new year.  The most prominent points and axes of the Chinese government’s work report for the past year will be discussed and presented, and the most important lines and topics under discussion and application in the new year will be discussed and drawn up, in (the opening session of the first session of the 15th National People’s Congress of China), in the Great Hall of the People in Beijing.  The importance of discussing this year’s new Chinese government work report comes in light of the fact that the year 2024 marks the 75th anniversary of the founding of the People’s Republic of China, as well as being a crucial year for achieving the goals and tasks set for the period from 2021 to 2025. Therefore, Premier “Li Qiang” urged all the Chinese people and their representatives to understand the situation at home and abroad scientifically, remain calm, and make concrete efforts to advance the country’s issues.  The Chinese government’s work report for 2024 ensures that the policies and work arrangements of the ruling Communist Party Central Committee are fully implemented, with the Chinese government seeking to achieve tangible results in the main tasks related to economic and social development in an effective manner.  Therefore, representatives of all members of the Chinese people are encouraged to participate in discussing the results of the work of the Chinese government in the previous year and to develop new work axes for the new year, with the participation of all segments of Chinese society from political parties not affiliated with the Communist Party of China, the All-China Federation of Industry and Commerce, in addition to people who they have no party affiliations, but they all agree to continue to provide support in government decision-making in a democratic and scientific manner, build broad consensus, and contribute wisdom, paving the way for the Chinese nation to achieve its economic and social development goals in the new year.  

  The importance of discussing the new Chinese government work report comes in view of the participation of all sects, parties and representatives of Chinese society in order to shape China’s future internally and externally, through the participation of a number of parties not affiliated with the Chinese Communist Party, representatives of the All-China Federation of Industry and Commerce, and representatives of people who have no affiliations.  party, to express their support for the Chinese government’s work efforts to improve the lives and well-being of the Chinese citizen.  The opinions of all participants in discussing the Chinese government work report reflect their support for the work of the Chinese government at home and abroad and its ruling Communist Party, as these opinions and proposals have great value in improving the draft government work report, and in improving the work of the government itself. A joint group symposium to discuss the new Chinese government work report was called by the Chinese State Council, headed by “Li Qiang”, in his capacity as Vice Premier of the Chinese State Council, and with the participation of “Deng Xuexiang” as members of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, on Wednesday 24  January 2024, when a symposium was held to listen to the opinions and proposals of leaders from political parties not affiliated with the Communist Party of China and the All-China Federation of Industry and Commerce, as well as to listen to the opinions and proposals of representatives of people without party affiliations, regarding the draft government work report.

  The new Chinese government work report for the year 2024 contains all the strong steps that China has taken over the past year 2023, in order to build (a modern socialist state in a comprehensive manner), in addition to focusing on a number of axes, including: the Chinese government’s work related to total control and scientific innovation.  technology, promoting emerging industries, stimulating market dynamism and driving green development. Over the past five years, China has comprehensively deepened reform and opening-up to create a new model of development and achieved remarkable progress in the business environment, coinciding with the Chinese people’s standard of living rising steadily, with personal income generally growing in parallel with the country’s economic growth.  China has succeeded in achieving great stability in the economy, while steadily enhancing the quality of development, and maintaining comprehensive social stability in 2023, ensuring the achievement of new achievements that were difficult to achieve in development, according to the new Chinese government work report. China also succeeded in maintaining generally stable economic performance while overcoming major difficulties and challenges, and was generally able to achieve the main goals and tasks for the past year 2023 amid a very complex international and internal environment. Therefore, the draft of the government’s new report confirmed that such achievements are evidence of flexibility.  China’s huge economy.

   The most important achievements of the Chinese government in the past year, according to the new Chinese government work report, come through the political leadership of President “Xi Jinping” giving priority to ensuring stable growth, employment, and prices, and thus achieving a steady economic recovery, according to the report. With the report confirming that the Chinese government has made great efforts in the past year to support the economy, with the conclusion of the policy of intensifying relief support for companies facing increasing financial difficulties, while directing financial institutions to increase the credit supply and reduce financing costs, and taking a set of measures to expand investment, stimulate consumption and achieve stability of foreign trade. The report added that China also strengthened policy support to stabilize and increase employment, and work to ensure market supplies and price stability, especially food and energy prices in the midst of rising global inflation. The report also indicated the government’s keenness to provide greater support to people who are suffering from increasing difficulties in their lives to ensure their basic living needs.

   On the other hand, the new Chinese government work draft will discuss an updated version of the legislative amendment and revision draft, during the next session of the National People’s Congress of China in March 2024. In my view, the ongoing revision of China’s new legislative law represents the democratization of the full grassroots process and its requirements, as I have made great efforts to make the legislative process a success, to ensure that every link in the legislative process embodies the voices of the Chinese people and the reality at the grassroots level.  Highlights of the draft legislative revisions include strengthening the process of implementing and supervising the Constitution, setting requirements for reviewing constitutional compliance in legislation and a system of registration and review of normative documents.

  The new Chinese government work report for 2024 also focuses on linking it to China’s relations internationally, through China expressing its willingness to work with the international community to build a prosperous world, under the guidance of (the concept of a community with a shared future for humanity), and then seeking to strengthen global governance in a more fair and just direction while making contributions towards new opportunities for the well-being of the peoples of all countries and contributing to opening new channels for international exchanges and cooperation in reducing poverty and opening a new space for the recovery and development of the global economy.

   Accordingly, the huge achievements achieved by China through the new Chinese government work report show all the political merits of the leadership of the Communist Party of China and the socialist system with Chinese characteristics, in order to strive for the happiness of the people, as the fundamental goal of the Communist Party of China since the beginning of its founding.  Chinese President “Xi Jinping” noted in the report submitted to the 19th National Congress of the Communist Party of China that “bringing poor people and poor areas into a society of prosperous life in a comprehensive manner along with all other regions of the country is a solemn undertaking of our Party,” as well as the President “Xi” asserted that: “No one is allowed to be left behind in our journey towards this. This is a common belief of all the Chinese people”. Here we find that adhering to the idea of ​​development based on considering the people as its center, ensuring the people’s standard of living and improving it steadily, enhancing the well-being of the people and moving on the path to common prosperity, are the prominent advantages of the Chinese system. This is the same idea that is contained in the discussion of all the Chinese government’s work reports for the past years, by examining the extent to which the idea and development policy based on considering the Chinese people as its focus have been achieved and successful.
