Chinese People’s democracy through the political process of the two-sessions system

In its full operation, popular democracy represents the nature and essence of socialist democracy in Chinese society.

People’s democracy with its full approach in China is considered one of the highlights of the report of the (Twentieth National Congress of the Communist Party of China), which indicated that people’s democracy with its full approach is a distinctive feature of socialist democracy with Chinese characteristics in the new era.  The two-chamber or two-session system, which is represented by (the Chinese People’s Congress and the Chinese People’s Political Consultative Council), is considered as representatives of China’s legislative body, and as active legislative bodies in setting and discussing all government policies, through their keenness to collect the opinions of the masses after discussing them effectively, to transform them into major decisions of the Communist Party of China and the Chinese government, while listening carefully and listening to the general public freely, through village and resident conferences to advance the management of public affairs, to discuss all national policies and social governance and understand the basic necessities of the lives of the masses, so as to finally achieve the style of grassroots democracy through expression  Accurately conveys people’s expectations, hopes, demands and concerns smoothly and achieves them effectively.

 In its full operation, popular democracy represents the nature and essence of socialist democracy in Chinese society. It is the most comprehensive and sincere democracy. The popular democracy offered by China is based on the idea that the world is diverse, and democracy will never be of one model as the West and the United States of America claim, but the effectiveness of achieving…  The success of the democratic system must be rooted in the basis of the appropriateness of the national circumstances of each country, to achieve a popular, reliable and effective democratic model.  Here, China and its leadership view popular democracy as a shared value for all humanity, and not a monopoly or monopoly of any country or regime.  Hence the keenness of Chinese President Xi Jinping and the leaders of the Communist Party to find a new form of Chinese democracy, one that suits China’s national conditions, which President Xi Jinping described as “democracy for the entire people,” because that is the essence of democracy. Chinese Comprehensive Popular Process.  From the perspective of (institutional guarantee for achieving the goals and pillars of popular democracy), the system of the “National People’s Congress of China” is the representative and the real practical and institutional application for achieving the pattern of popular democracy with its full operations in China.  Through my in-depth analysis of the features of China’s popular democracy, we will find that during the modern Chinese march to build the modern socialist state in a comprehensive manner, the success of the Chinese Communist Party came in advancing popular democracy with its full operations, and its success in making the Chinese people master of the state and supporting, directing and guiding it at the same time, with Chinese contributions to enrich the political civilization of all humanity, by presenting a unique popular democratic model.

The features of the popular democracy represented by China were previously fully and clearly explained in a report submitted by President “Xi Jinping” on behalf of the 19th Central Committee to the 20th National Congress of the Communist Party of China in October 2022, in which President “Xi” comprehensively explained the characteristics of  And the advantages of people’s democracy in its full operation, explaining that the development trend of socialist democracy in China in the new era, this has opened an important window for the international community to know the quality of democracy in the country.  According to the Chinese experience of practicing people’s democracy in its full operation, it means a great democratic exercise carried out by the Chinese Communist Party by uniting and leading all members of the Chinese people to seek, develop and achieve democracy. The essence of the fully practical people’s democracy of the Chinese experience is socialist democracy, which takes all the Chinese people as its basis, and whose characteristics and advantages lie in the complete processes. Therefore, Chinese President “Xi Jinping” stressed the necessity of establishing guarantees to strengthen (the institutional guarantee that the people are masters of the state), through a number of steps to achieve this, the most prominent of which are: developing consultative democracy in a comprehensive manner, and developing grassroots democracy in the state, to consolidate and develop the broadest united front in the national scope, to reach the direction of developing people’s democracy with its full operations within Chinese society from the perspective of institutional guarantee for achieving popular democracy in China, the system of the National People’s Congress is an important institutional carrier of popular democracy in its full operation.  Consultative democracy is a distinctive form of Chinese socialist democracy. While (grassroots democracy) is an important cornerstone of popular democracy with its full operations.

  China has launched the new drive to build a modern socialist country in an all-round way.  With the development of Chinese-style modernization, the practical full-fledged popular democracy of the Chinese people has witnessed continuous progress and provided more development results, which have benefited all the peoples of the world, especially the developing countries or the Global South, which is led by China, as the largest developing country in the entire world.  Complete and practical popular democracy is an essential characteristic of China’s social democratic policy, and it is the most comprehensive and sincere democracy, as it combines the characteristics of democratic elections, democratic consultations, decision-making by democratic methods, democratic administration, and democratic oversight in accordance with the law, so that the voice of the people can be heard and their aspirations can be reflected in all links of the country’s political and social life. The popular democracy represented and presented by China and its ruling Communist Party to the world is aimed at solving the problems and aspirations of the Chinese people, building a “comprehensively prosperous society in the country,” and continuously moving forward in the model and pattern of modern Chinese modernization.

  From here we understand that all these great social and economic achievements achieved by China cannot be separated from the development of full, practical popular democracy. Therefore, we find that the satisfaction rate of the Chinese people with the Chinese government and its ruling Communist Party exceeds 90% every year, which is the truest reflection of the strong vitality of popular democracy in the modern Chinese state to achieve a prosperous society.
