The 13th National Congress of the Communist Party of Vietnam (the Congress XIII) was held from January 25th to February 7th 2021 at the Vietnam National Convention Center (Ha Noi). The Congress XIII was aimed at deciding ona further vision to the middle of the 21st century, striving to make Vietnam a solialism-oriented developed country, and electing the Central Executive Committee, the Leaders of the Communist Party of Vietnam and the Socialist Republic of Vietnam for the upcoming 5-year term(2021-2025). Being conducted with urgent and serious spirit, high sense of responsibility to the Communist Party, the people and the country, the 13th National Congress of the Communist Party of Vietnam – the significant political event of the country completed with great success, fully discussed the entire program ahead of schedule.
At the end of the Congress, comrade Nguyen Phu Trong, former General Secretary and President was re-elected as General Secretary for the new term (2021-2025). This is the third time he has been trusted by the Central Government as General Secretary and the sixth time he has been elected for key positions in Political Bureau. Beside the new General Secretary Nguyen Phu Trong, former Prime Minister Nguyen Xuan Phuc is the second special case to be re-elected as member of Political Bureau and is expected for the position of President of the Socialist Republic of Vietnam.
The 13th Congress of the Communist Party of Viet Nam completed with great success and received 368 congratulatory letters and messages from 167 political parties; 18 party committees, boards of party and countries; 6 regional and international organizations; 130 political, social, friendship and people’s organizations; 26 foreign diplomatic representative agencies in Vietnam and 21 senior leaders from 93 countries (updated to 4:48 pm on February 1st, 2021)
The Communist Party of India, Communist Party of Japan affirmed the importance and historical role of the Congress XIII in building the socialist society in Vietnam and contemporary global context: “Vietnam has strived to rise as one comprehensively developed country. The successful implementation of the Renovation (Đổi Mới) policy, together with a series of economic and political reforms on the basis of socialism-oriented market economy, which has proved a success for Vietnam. The congratulatory message of the Japanese Liberal Democratic Party emphasized “the Viet Nam-Japan extensive-strategic partnership for peace and prosperity in Asia”.
The congratulatory messages of the Indonesian Democratic Party of Struggle and the People’s Action Party of Singapore stated that: “We fully understand the strategic meaning and significance of this Congress to the Communist Party and the development of a modern Vietnam. We believe that the Congress XIII will be a great success, promising positive results in planning national development strategies and orientations. This promises a solid foundation for Vietnam’s development towards a new historical time.”
In the message to the Congress, the Central Committee of the Myanmar National League for Democracy, the Mongolian People’s Party sent congratulations to the Communist Party of Vietnam on extraordinary determination and great achievements during 90 years of fighting and sacrificing for the motherland and Vietnamese citizens. They expressed high hope for a successful road towards the 100th anniversary of the Communist Party, as well as tightened friendship and cooperation between the two parties and countries.
From Europe, in congratulations to the Congress XIII, the Russian Political Party – “A United Russia” stated: “The Congress XIII of the Communist Party of Vietnam is not only a milestone in the cause of building the Party and the State but also sets the foundation for continuous development of the national economy, consolidating political stability and expanding international relations, for the happiness and prosperity of the Vietnamese people. Effective cooperation between the United Party of Russia and the Communist Party of Vietnam will continue to improve, contributing to further promotion of the Vietnam-Russia comprehensive strategic partnership”.
In their congratulatory messages, the French Communist Party and the British Communist Party affirmed: “Vietnam has become a developing country in all aspects. The successful implementation of the Renovation (DOI MOI) policy and a variety of economic and political reforms on the basis of “socialism-oriented market economy”, has brought about comprehensive success for Vietnam.
Congratulatory messages of the Greek Communist Party, the Czech and Moravia Communist Parties continued to believe in Vietnam’s achievements in socio-economic development and international reputation, as a guarantee factor for stability, peace, security and cooperation in Southeast Asia.
From America and Africa, the congratulatory message of Communist Party of Canada acknowledged the economic, social and political progress of Vietnam as an inspiration to the communists and the Canadian progressive people. They believed in the strength and vitality of the Communist Party of Vietnam and Vietnamese people.
“Vietnam has become one of the fastest-growing countries in Asia, living standards are constantly improved, always maintains political stability and social order, while enjoying continuous socio-economic development, through which the role of the country is improved in the regional and international arena”- the congratulatory message from Sri Lanka Communist Party emphasized.
The Palestinian National Liberation Movement Party highly appreciated the efforts of the pioneer Party – the Communist Party of Vietnam – in serving the people and leading the development of the country.
The Socialist Unified Party of Venezuela highly appreciated the ownership of the Vietnamese people in participating in discussing and contributing ideas to the draft documents submitted to the Congress XIII.
The Socialist Party of Agrentina affirmed: “More than ever before, Vietnam continues to be a lighthouse in the fight for equality, universal rights, peace and justice in the world”.
Congratulatory messages from the Brazilian Communist Party (PcdoB), the Mexican People’s Socialist Party (PPS) specially affirmed that the right in Vietnam’s chosen road and acknowledged Vienamese people’s freedom and democracy in the socio-economic development process.
In general, congratulations from Parties, political organizations, senior leaders from different countries all shared the message of solidarity, friendship, cooperation with the Communist Party, the State and people of Vietnam, then expressed sincere concern for the achievements of Vietnam under the Party’s leadership, aspirations for promoted relationships with Vietnam. Speaking at the closing ceremony of the Congress XIII, the new General Secretary Nguyen Phu Trong affirmed the great historical responsibility of the Communist Party of Vietnam to the motherland, the people and the nation of Vietnam. Over 90 years of construction and development, especially from the 35 years of leadership in innovation and the strategy of socio-economic development for the 10 years 2011-2020, the Congress has summarized the achievements, limits and outlined the socio-economic development plans and tasks for 5 years (2021-2025), the goals and orientations to 2030 and the national development vision to 2045. Success determination is decided for 2 goals: (1) by 2030, in celebrating the 100th anniversary of the establishment of the Communist Party of Vietnam, Vietnam is a developing country with modern industry and high average income; (2) by 2045, the 100th anniversary of the establishment of the Socialist Republic of Vietnam, Vietnam will become a developed country, with high average income.
The success of the Congress XIII of the Communist Party of Vietnam is a milestone on the path of national development, a milestone for the second Renovation. Under the leadership of the Communist Party, Vietnam’s aspiration to rise will definitely witness new miracles, for the goals of “prosperous people, strong country, democracy, justice, civilization”, and steadily bring the country to a new development level.
