Following the end of the cold war and the break-up of the Soviet Union, there were rapid decreases in Russian military budgets. Soviet military expenditure had stood at almost USD $350 billion in 1988. However, by 1992 it had fallen to USD $60 billion and in 1998 was only USD $19 billion. The more flexible parts of the budget suffered the most, such as those for procurement and operations.

The theory of Good Governance (GG) relies on the belief an effective government builds upon the criteria of transparency and accountability. Moreover, government brings together the formal institutions of the state and their monopoly of legitimate coercive power (Stoker, 1998). While traditionalists and older political analysts thought Clinton would have a very hard time overcoming a sitting president who had just won a war, Generation X voters were impassioned by the energy and intellectualism of the saxophone-playing candidate. While there were many issues that account for that Clinton victory, I always recall how excited us young voters were about finally getting someone into the White House who could TALK.

one are the days to fret over the fact that you have no car and the weather is perfect to dine out tonight. Call yourself an Uber. If you are in China Didi will work. Peer to peer lending, fashion sites like Le Tote allowing women to “rent designer gowns for a special event at a fraction of the price of buying a new one” and Neighborgoods that allow you to borrow resources are changing the way we use to do and perceive business.
